Kathy McKenna has extensive experience as a law enforcement professional with 26 years for the City of Palo Alto Police Department. As a Police Captain she has managed every aspect of police services. She is considered a subject matter expert in the areas of incident command; emergency preparedness; training for first responders; and exercise design, development and management. Kathy has been involved in the Bay Area Regional Coordination Plan Exercise Series, Bay Area SUASI (Super Urban Area Security Initiative) training and exercise team assessing the resources and training requirements of the ten Bay Area Counties; San Jose Urban Area Tactical Interoperable Communications Plan Functional Exercise. She has worked as a consultant in helping to facilitate anti-terrorism/force protection WMD exercises on a number of US Military installations nationally for the US DoD JPM Guardian PM CBRN IPP Program. Kathy received her undergraduate degree from the University of San Francisco, Master of Arts degree from San Jose State University and is a graduate of the FBI National Academy.
